The unpredictable security situation in Juba has constrained movements of humanitarian staff and their activities, including Emergency Telecommunications Cluster (ETC) activities.
The wireless satellite equipment from emergency.lu was brought to United Nations Mission in South Sudan (UNMISS) compound in Leer for safekeeping, while another emergency.lu equipment in Koch is still in the humanitarian hub.
The local WFP and ICT team conducted a security assessment in the looted WFP warehouse in Juba and found that all ETC and WFP IT assets had been taken.
Situation Overview
The recent fighting has displaced thousands of people from the capital and has increased the number of refugees fleeing to neighbouring countries.
During the unrest, there was looting of shops, private houses and humanitarian warehouses, including the WFP warehouses where ETC equipment is. This resulted in the loss of prepositioned emergency assets.
The insecurity has spread across the country, to counties such as Leer,
Koch, Torit, and Western and Central Equatoria. The ETC suspended the planned mission to Leer and Koch due to security concerns.
UN personnel risk harassment over the growing sentiment against the deployment of additional peacekeeping force following the resolution by the African Union. This has increase the difficulty for the movements of staff and clearances of ICT equipment.
