South Sudan: Japan Disburses $30.9 million for South Sudan’s Humanitarian and Peace Efforts

Juba — The Government of Japan conveys today the goodwill of the people of Japan by extending assistance of USD 30.9 million for the sustained humanitarian relief operations in South Sudan and the country’s effort to consolidate the hard-won peace at its critical juncture.

Japan’s prospective operations in South Sudan for the year ahead vary from emergency response to the ever-heightening demand for humanitarian aid to capacity enhancement of the South Sudanese in preparation for the restored peace. In consideration of the difficult transition period that South Sudan confronts, Japan will collaborate with international organizations to address a myriad of challenges and to implement projects across the country.

Following Tokyo’s decision on the disbursement of the USD 30.9 million fund for South Sudan, “We need to first and foremost uplift the lives of those who matter,” emphasized Kiya Masahiko, Japanese Ambassador to South Sudan. “People in South Sudan deserve so much more than going to bed hungry at night. In an effort to alleviate the protracted humanitarian crisis in South Sudan and to pave the way for restoring peace and regaining the momentum for development, we will also offer opportunities to transfer knowledge to the people of South Sudan who bear the responsibility for the future they will weave.”

In light of the utmost importance of peace at this critical juncture in the history of South Sudan, Japan conveys the hope of the Japanese people that the array of assistance projects is meant to better navigate the South Sudanese people to take the helm of the development and to transition to a peaceful, harmonious society.

Projects for 2016-2017

Un-earmarked emergency operations through ICRC [$3 million]

Enhancement of access to water and high hygiene through UNICEF [$3.1 million]

Rapid response for remedial healthcare, NFI, dynamic camp management through IOM [$3.5 million]

Delivery of obstetrics and neonatal services in regional hospitals through UNFPA [$1.65 million]

Food commodity distribution through WFP [$2.4 million]

Operating the humanitarian flight services through WFP [$800,000]

Coordination work for humanitarian clusters OCHA [$1 million]

Livelihoods assistance for Sudanese refugees through UNHCR [$3.5 million]

Provision of secondary healthcare and blood transfusion services through WHO [$2 million]

Clearing mine fields and mine risk education through UNMAS [$2.3 million]

Construction of a new river port in Bor with UNOPS [$2.5 million]

Technical enhancement of border control to prepare migration and trade through IOM [$1.5 million]

Expanded 777, community policing, SSNPS/JIP service for the vulnerable through UNDP [$2 million]

Technical enhancement of public financial management through UNDP [$800,000]

Operationalization of peace monitoring apparatus through JMEC [$500,000]

Post-conflict project officers’ skills training through UNITAR Hiroshima [$350,000]

In addition to the above, Japan provides assistance, amounting to approximately USD 10 million, to South Sudanese who currently take refuge in neighbouring countries. The aggregate assistance to South Sudan since the crisis erupted in December 2013 currently stands at USD 143 million.
